The Project comprises the rehabilitation of dormitories of Student City I, specifically the increase of structural integrity, energy efficiency, and basic comfort. The campus of Student City I is located in the south east of Tirana on a hillside sloping to the south and comprises of several administration buildings and 26 student dormitories with the capacity to host up to 5,800 students. Most of the buildings were built in the 1970’s in masonry construction type with floors made of reinforced concrete. During the preparation of the Program, 5 dormitories which have been selected by the Student City Administration, a legal entity in the ownership of City of Tirana, who is also the owner of the dormitories, the energy and structural audits have been surveyed and the detailed design of implementation project will be prepared. In the framework of this project, the structural features/conditions and the energy efficiency of 26 dormitories of the Student City in Tirana, Albania are investigated and evaluated according to German Standards which are commonly used to calculate the energy efficiency of buildings, especially for those buildings which are supported by municipal program or KfW funds in Germany.

The main objectives:

The objective of the project is to increase the structural integrity, energy efficiency, and basic comfort of the dormitory buildings in Student City I.  More specifically, the scope of the works includes:

• modification of present floor plans,
• refurbishment of the power, heating and hot water supply,
• improving the access to fire escape ways,
• interior refurbishment,
• end-user training and project visibility measures.

Consultant services:

The consulting assignment will generally comprise design, procurement and works supervision (implementation consulting) services required for the rehabilitation of Student City I. More specifically, the services will consist of:

• structural and energy audits,
• identification of rehabilitation measures,
• preparation of the final design,
• preparation of tender documents,
• supervision of construction works,
• training of end-users,
• impact verification and monitoring,
• qualification and employment opportunities,
• visibility measures,
• reporting.

SRP Albanian Engineering is responsible for drafting the Implementation in full compliance with German Design Standards and Eurocodes. The detailed design contains all the necessary information for the Contractor who will carry out the civil works.

Specific services offered:
• identification of rehabilitation measures,
• static calculations of structures and associated reports;
• detailed plans of the reinforcement formwork of the implementation project;
• detailed plans of reinforcement of structural elements of buildings;
