The aim of this project is the transformation of Shkodra as a habitable residential center, without traffic, without chaos, where mobility in general and motor mobility in particular should be in the service of citizens, with the proper roads for pedestrians, vehicles and bicycles.
In the scope of the project “Parking Strategy, Mobility Study, City of Shkodra,” the Consultant considered the following targets:
- Location and characteristics of the Project – Analysis of the existing situation. Describes the context of the city (location, demographics, economy, urban structure and development, location of buildings and services).
- Transport – Describes road transport according to the main axes, pedestrian areas, public transport, traffic, parking (on and off the road).
- Parking – A summary of the parking situation of vehicles in the city, problems and possible potentials for meeting the parking request is realized.
- Main challenges and SWOT analysis – the SWOT analysis is presented as well as the final result of its findings in terms of recognizing the current situation, where the strengths, problems, opportunities and risks in the framework of public parking management in Shkodra are identified.
- Analysis of parking demand in buffer zones 1, 2 and 3 – Buffer zones 1,2 and 3 are analysed in more detail by concluding on some results and tariff proposals for some possible implementation scenarios.
- Appendices/Case Studies – the followed parking strategies have been carefully analysed.
From the analysis of the current situation, the working group proposes a set of concrete projects applicable in the territory:
- Project for the expansion of the network of bicycle lanes and the implementation of the “Bike Sharing” concept.
- Study of urban public transport in order to expand the network.
- Project for the elimination of architectural barriers for the benefit of persons with disabilities.
